NYS Mold Contractor License
Article 32 of the New York State Labor Law regulates mold assessment and remediation, including licensing requirements and minimum work standards:
Licensing requires contractors to be licensed to perform mold assessment, remediation, or abatement services. Licenses include Mold Assessor, Mold Remediation Contractor, and Mold Abatement Worker. Training Requires contractors to complete an approved course from the New York State Department of Labor.
Work standards requires licensed professionals to follow minimum work standards, including:
- Protecting against fraud by prohibiting the same person from performing both the assessment and remediation
- Requiring an independent mold assessment to define the scope of the remediation work
- Using disinfectant products that meet U.S. Environmental Protection Agency standards

Health risks Asbestos is a naturally occurring mineral that can be harmful to human health if inhaled. When disturbed, asbestos fibers can become airborne and enter the respiratory system, leading to long-term health issues like lung cancer, mesothelioma, and asbestosis. Building materials Asbestos has been used in many building materials since the late 1800s, including roofing materials, ceiling and floor tiles, and wall plaster. Almost all buildings constructed before 1989 contain asbestos.
The New York State Department of Labor regulates asbestos abatement and removal projects. The U.S. Environmental Protection Agency (EPA) banned new uses of asbestos in 1989. You should consider asbestos testing if you’re planning to:

EPA/HUD Model Dust Sampling Technician
The EPA Dust Sampling Technician conducts lead dust sampling to identify and assess the risk of lead exposure in homes:
- Identify hazards Dust sampling helps identify dust-lead hazards, which can be present even if a work site looks clean.
- Assess risk The EPA compares the results of lead dust analysis to the Dust-Lead Hazard Standards (DLHS) to determine if a hazard is present.
- Recommend remediation If lead-based paint is found, the EPA may not be able to re-clean the property. If lead-based paint isn’t found, the EPA may offer to re-clean the property if the lead likely came from contaminated soil.
